Rule 42B
Arrangements related to assignment of work in local bodies
: (1) Section 18A of the Act. According to sub-section (4) of the Government of Nepal, when the district level offices are transferred to the local bodies, civil servants will be assigned to work as follows:-
(a) When a district level office is transferred to a local body, the ministry or agency that operates the service, group or sub-group may employ civil servants in the transferred office. In this way, the authority of the employees assigned to the job will be in the pool of the service, group or sub-group operating body.
(b) According to Clause (a), if the post of civil servant who has the position of bridge gatekeeper is not in the bridge gatekeeper position for any reason, such bridge gatekeepership will automatically be cancelled.
(2) According to sub-rule (1), the salaries and allowances of the civil servants assigned to their services and groups shall be borne by the relevant local bodies. In relation to other facilities other than such salary and allowance, it will be according to the rules of such local bodies.
(3) According to sub-rule (1), the ministry or agency that operates the service, group or sub-group may transfer the civil servant to another office.
(4) If a civil servant working in a local body is not fit to be retained in that body, if the concerned local body sends a written notice to the ministry or the central body where he is employed, the said ministry or central body may withdraw his job and send another civil servant to that place. . Explanation:- For the purpose of this rule, "District level office" shall also mean village, city or locality level office.
